Drug Testing Texas Welfare Applicants

Texas legislators amended a bill that calls for drug testing of welfare recipients.  The revised bill would allow children to still receive benefits after a parent tests positive for drugs. 
The changes satisfied committee Democrats, including Sen. Judith Zaffirini of Laredo, who were prepared to vote against the bill.
Welfare applicants would not be automatically ordered to take a drug test after applying for benefits.  People would be screened first; if a person was strongly suspected of using drugs, then a test would be administered.  

Florida instituted mandatory drug testing for welfare recipients, but the process was struck down by a federal court.
