Actually Thinking This Out

Who would've thought that Frank Sciaraffa would be brave enough to challenge his colleagues.
Commissioner Frank Sciaraffa stood firmly against a raise in rates, and pointed out residents in the communities slated for higher charges live below the poverty line and are thus not comparable to the average state resident.

Water rates have not been raised since 2004, according to the story.  And fee hikes are necessary to keep up with infrastructure needs.  But that doesn't mean you just raise rates to keep pace with other communities.
