The day after the election, Gene Belmares said that a majority of Laredoans want a new mayor. 
55 percent of the people want change; almost 55 percent are saying that they wanted change in this community so we're excited about those numbers.
I'm not sure where he's getting that number but it might be derived from Raul Salinas' showing of 46 percent on Tuesday.  A reporter even asks him where he got that information from and he cites polling results.

If he's going with the percentage of votes that the mayor didn't get, I wouldn't say that that's a sign of people wanting change.  That simply means that people did favors for the other candidates (Valdez, Ramirez, Newland, Belmares).  I didn't vote for either runoff candidate.  I must now decide which is the lesser of two evils.
