My Uncertainty With El Portal

Last month I spoke with Gene Belmares as he kicked off his campaign for mayor.  During our talk I brought up some issues that the public has been critical of, one being El Portal.  He went on to explain how the city is being paid rent and threw this little nugget out there:
Those that are critical of it just haven't done their due diligence; they haven't done their homework.
I always thought that El Portal included the property that stretches from Bridge 1 all the way to where the J.C. Penney used to be.  I'm including a picture to distinguish what the Khaledis are leasing (area in foreground) and what Horizon owns (building colored burnt orange).  Listen to the podcast below as I try to make sense of this and explain why it's not all it's cracked up to be.
